Prosecutors for Prosecutors: A Final Report
How APA and its partners helped 101 Afghan justice sector professionals and their families reach safety
When Kabul fell in August 2021, Afghan prosecutors who had upheld the rule of law alongside the U.S. and allied international forces found themselves dismissed without pay — and, according to APA's own documentation, targeted for arrest, disappearance, and worse. In July 2023, at the request of the Afghanistan Prosecutors Association, APA launched Prosecutors for Prosecutors (PFP) to help these colleagues reach safety.
The campaign has now wound down, and our final report is out — a full account of what was built, who made it possible, and what it accomplished.

A Few Highlights
- 101 justice sector professionals and 505 family members relocated to safety across 12 countries
- 809 P1 referrals submitted to the State Department, exceeding APA's goal of 500
- $260,318 raised and fully expended by the prosecutor community
- An ICC complaint prepared, with four survivor witness statements completed and legally reviewed
More than 100 prosecutors and their families are safe today because colleagues across the country chose to act. That's the legacy of this campaign — and one APA is proud to close the book on.
