Domestic Violence

Prosecutors and the Fight Against Domestic Violence

The Evolving Landscape of Domestic Violence Research

Recent studies have deepened our understanding of domestic violence and its complex impacts:

  • A 2024 meta-analysis published in Trauma, Violence, & Abuse examined the outcomes of arrest policies in domestic violence cases. The findings suggest that arrest does not consistently reduce repeat violence and may have disparate impacts depending on race and ethnicity. The authors advocate for more intersectional approaches and alternatives to mandatory arrest policies to better serve survivors and communities Connor et al., 2024. [journals.sagepub.com]
  • A 2024 editorial in Frontiers in Health Services emphasized the global and intersectional nature of domestic violence, highlighting how it disproportionately affects marginalized populations and intersects with cultural, gender, and socioeconomic factors. The authors call for systemic responses that are trauma-informed and culturally competent Myall et al., 2024. [frontiersin.org]
  • An integrative review in BMC Women's Health explored the barriers and facilitators to safe housing for women escaping domestic violence. It found that financial insecurity, stigma, and service availability are major obstacles, while respectful collaboration between survivors and service providers is key to recovery Stulz et al., 2024. These studies underscore the need for justice system actors—especially prosecutors—to be informed, empathetic, and strategic in their approach.

Prosecutors: A Critical Link in the Response Chain

Prosecutors are uniquely positioned to:

  • Hold offenders accountable while ensuring due process.
  • Support survivors through trauma-informed practices.
  • Collaborate with community partners to connect victims with services.
  • Shape policy and practice through data-driven decision-making.

But this work is complex. Prosecutors must navigate recantation, victim reluctance, evidentiary challenges, and systemic barriers—all while maintaining the integrity of the legal process.

APA Resources for Prosecutors

APA's Domestic Violence program offers a robust suite of resources to support prosecutors in this mission:

  • Training & Technical Assistance: APA provides specialized training on trauma-informed prosecution, victim engagement, and evidence strategies.
  • Model Practices & Checklists: Tools to guide prosecutors through complex DV cases.
  • Webinars & Conferences: Opportunities to learn from experts and peers.
  • Resource Library: Curated materials on prosecution strategies, survivor support, and legal innovations.

These resources help prosecutors stay current, connected, and equipped to pursue justice with compassion.

Looking Forward

Domestic Violence Awareness Month may be ending, but the work continues. Prosecutors must remain vigilant, informed, and supported. With the backing of research and the resources of APA, they can be powerful agents of change—ensuring that survivors are heard, offenders are held accountable, and justice is served.

Let’s carry this momentum forward, not just in October, but every day.
