Advancing Upstream Justice Interventions:

The Association of Prosecuting Attorneys and CHJ Partner to Support Prosecutors

In partnership withTASC

Across the country, prosecutors are leading innovative efforts to connect people with substance use and behavioral health needs to appropriate services, while maintaining accountability and reducing recidivism. Many offices are looking for practical ways to build, expand, and sustain diversion, deflection, and specialty courts that intervene earlier, respond more effectively, and improve outcomes for both individuals and communities.

The Association of Prosecuting Attorneys and TASC’s Center for Health and Justice (CHJ) have partnered to support that work by helping prosecutor offices turn promising ideas into effective, sustainable practice. Together, we help leaders move from concept to implementation with strategies grounded in public safety, public health, and real-world operational needs.

How We Support Prosecutors

Support is tailored to your office and scoped to your goals. Engagements are funded by participating jurisdictions.

Together, we offer support to offices at any stage of development:

  • Build and expand programs. Support for prosecutor-led diversion, deflection, specialty court, and reentry initiatives, from early planning through strengthening and scaling existing efforts.
  • Implementation and sustainability. Strategic planning, referral pathway mapping, and durable hub-and-spoke models that help programs work in practice and last over time.
  • Specialized populations. Approaches tailored to youth, veterans, people with behavioral health needs, and competency-involved populations.
  • Treatment capacity and continuity of care. Identifying, aligning, and strengthening the local treatment and service infrastructure needed to make diversion and deflection work effectively.

Our approach is practical, collaborative, and customized, never one-size-fits-all.

About the Association of Prosecuting Attorneys

The Association of Prosecuting Attorneys is the national clearinghouse for innovative prosecutorial practices. Led by practicing prosecutors, we provide nationwide training and technical assistance, model policies and practical tools, and cross-disciplinary resources for justice and community partners. We equip prosecutors with strategies that strengthen public safety, build community trust, and improve outcomes.

About CHJ

The Center for Health and Justice is the national implementation leader in deflection and pre-arrest diversion. CHJ helps communities nationwide turn their public safety and public health goals into operational systems that work in practice. CHJ supports justice and health agencies through systems mapping and action planning, implementation and sustainability support, and treatment-capacity solutions (“Deflect to What?” and “Divert to What?”). CHJ’s work strengthens community safety by reducing drug-related crime, overdose, and preventable justice involvement.
