Program Summary:

Supports states and localities in developing and implementing sustainable strategies to improve juvenile indigent defense. The program aims to strengthen legal representation for youth involved in the juvenile justice system, reduce recidivism, and increase public confidence in the system. Activities may include:

• Implementation of best practices from the National Juvenile Defense Standards
• Expansion of access to qualified juvenile defense counsel
• Training and resource development for public defenders
• Systemic reforms to address gaps in representation

Eligibility:

Eligible applicants include:
• State governments
• County, city, township, and special district governments
• Public and private institutions of higher education
• Nonprofit organizations (with or without 501(c)(3) status)
• Other units of local government (e.g., towns, boroughs, parishes, villages)

Applicants must directly provide public defense services to juveniles within their jurisdiction.
