The HIPAA Privacy Rule (HIPAA) provides a baseline of federal confidentiality protections for protected health information (PHI) when that PHI is used or disclosed by a covered entity or business associate. 42 C.F.R. Part 2 (Part 2) provides a baseline of federal confidentiality protections for certain substance use disorder diagnosis, treatment, or referral for treatment records. Presenter

Professor Stacey Tovino, JD, PhD is a leading expert in health law, bioethics and medical humanities, with a particular focus on patient privacy, health information confidentiality, and data security. She is the John B. Turner Chair in Law at the University of Oklahoma College of Law.
